"It was just a total mess. But it had been cleaned out before he came along. There was no trash."

Well, the answer is that this particular location used to be part of a recycling center.People who learned about this facility would drive here to recycle their trash. Sexton explained that they would bring household items and take them to the building. Then, after they were done, they would empty the containers.
